Becoming a Referee

If you have never been registered with the United States Soccer Federation (USSF)

The Colorado Referee Committee (CRC) has instituted a program that will now allow you to become a referee by doing much of the course work online and by attending only eight hours in a class. You will need to pass an examination at the end of the eight hour in-class instruction and the portion you learn online will be on the exam. Please read the entire instructions before trying to register for a class. There are seventeen Laws of the Game. The online training consists of a video on each law with review questions after most Laws. You will need to score a 76% or better on the online review questions to get credit for the online portion of the class. You may repeat the online portion as many times as necessary to achieve the 76%.


The four Laws you will learn in detail at the in-person clinic are Law 5 – The Referee, Law 6 – The Assistant Referee, Law 11 – Offside and Law 12 – Fouls and Misconduct. You will also learn the signals and procedures for referees and assistant referees at the clinic. The cost to take the class and register with USSoccer is $80.00 which may be paid by credit card while registering. We are only accepting Credit Cards online. Cash or Check is no longer an option.

You are now ready to start the steps to sign up for the class. Follow this procedure to register for the class and take the online portion. This is a comprehensive registration procedure and will include your risk management as part of the registration process. The Colorado Referee Committee has mandated that all persons 18 and older successfully pass a risk management assessment to be registered as a referee. Besides officiating youth games, adult officials are many times assigned to officiate with officials that are not yet 18. These officials, their parents and the soccer community need to know that they will be in a safe environment when officiating.

Click on the titles below in the order shown for instructions on completing each step.

Step 1: Create your LogIn Username and Password

The first step is to open the Registration & Learning page.  To open the page, click Here. The page will be displayed as shown below.
Choose New User from the menu on the left. The following page will be displayed as shown below. This will bring up a screen asking if you have ever been registered with USSoccer as a Referee, Instructor, Assessor or Assignor.
Click on the "I have never been registered" link.n This will bring you to another screen where you must certify that you have a valid e-mail address and that you have never been registered with USSoccer as a Referee, Assessor, Instructor or Assignor. Click the box that states you have met the requirements and then click on continue.
You will now be brought to the screen where you must enter some basic information.  Note: All Field Names in RED are required fields.
Please complete the first line with your legal name. The second line enables you to enter how you would like your registration to be displayed for assignors. This is helpful if you normally use your middle name, nick name or if more than one person in your household has the same name. Click the Referee option. Enter your Date of Birth. Enter your Email Address. Choose a Username and a Password.
It is STRONGLY suggested that you answer the security questions in case you forget your user id or password. It may take several days for the system administrator to recover this if you forget them.
Check that you agree with the terms of usage of the Registration & Learning system and then click on save-create new account. The following Confirmation will be displayed when you have succesfully completed the User Information.

Click the OK button to continue.  You will now be shown a form to enter your personal information such as address and phone numbers. his information is not shared with any other party other than administrators and assignors. Fill in as many phone numbers as you want your assignors to have so they may contact you. You may mark the Phone numbers and email addressess as Private (seen only by the Assignor and System Administrator), if you wish.
When done, click the Save (Modify User) button at the bottom of the page.  Congratulations!  You have completed the first step in Becoming a USSF Referee.  Continue on with Step 2. Selecting and Registering for a Referee Course.

Step 2: Select and Register for an Entry Level Course

You are now ready to register for a course. Choose COURSES from the menu on the left (shown above).

On the next page choose REFEREE COURSES. The following page will display the types of courses available. Choose Entry Level Grade 8 1 Day or Entry Level Grade 8 - 2 Day (This may be 1-day for classes held 8 straight hours on a weekend or by two 4-hour sessions over 2 days for classes held in evenings).  In this example we select the 2 Day Course.
 In the list of couses available, shown above, there is only one shown. Click on that course to see the details.

You will now be presented with a listing of classes that you may attend. Choose which course you would like to attend. Please note on the right it will tell you how many have registered and how many will be permitted to attend the class. IT IS EXTREMELY IMPORTANT THAT YOU ATTEND THE CLASS FOR WHICH YOU REGISTER! Although exceptions may be made in emergencies, you may have to take the online portion a second time if you cannot attend the class you chose. 
If this is the couse that you want, click on the [Register for this Course] button. You have now completed your Course Registration. Continue with completing Step 3. Your United States Soccer Federation (USSF) Registration.

Step 3: Complete your United States Socccer Federation (USSF) Registration

You will now be presented with the USSF registration page. Most of the items will be completed for you. Complete the blank items which include Sex, Country of Birth and Country of Citizenship. Note: All Field Names in RED are required fields. 
Read the Information Certificate and check if you have ever been convicted of a felony, a crime of violence, a crime against another person or fraud. Now sign the form electronically by clicking that you are the person listed or their legal representative, enter the date and agree to abide by the Risk Management Policy.
Risk Management - If you are 18 or older you will be required to complete the disclosure for the USSoccer Kids Safe program.
Click the [SAVE (Add Registration)] button.

If you satisfactorily complete the Background check, you will go through the payment for your USSF Registration and the Entry Level Clinic. The Payment forms are not shown here.  You now may choose to pay the required fees by credit card online or by check or cash in the exact amount at the clinic. We strongly encourage you to pay prior to attending the clinic in order that your registration can be processed without delays once you complete the course. When paying by credit card you will be asked to enter the required information for the credit card. Click continue and you will be asked to verify your payment method. You are now registered and should receive a confirming e-mail to the address listed. Once you have registered for the class you will see your confirmation. Above that will be a box that says LOAD SESSION TRACKER. Click on that to start the online portion of the training.

ONLINE Clinic Instructions:  The instructions are on the first page. You may leave the presentation at any time and continue at a later time. There is no time limit so you may work at your own pace. The instructional part is developed by USSoccer. You will have links to the USSoccer Online Training course. You must click these links as they appear. This will open a new window to view the presentation. At the beginning of each law you will be required to enter your name, your e-mail address that you entered into this system, choose Colorado Referee Committee for the State Association and you will also have to enter the four digit class number, for example from the Clinic shown in Step 2: For example:  7170. It is extremely important that you enter this information correctly. USSoccer will provide Colorado Referee Committee with a recap of all persons that successfully completed the requirements for each law. Failing to enter the information correctly could cause your performance to be lost and you will not be able to attend the class. (You may click Remember Me and the information will be entered automatically for subsequent laws.)

Now listen to the entire USSoccer presentation and successfully answer all of their review questions. If you have done that you will see a box at the top of the page turn green and say that all requirements have been met and give you an option to print a Certificate of Completion. Since we will get your results electronically you will not be required to print these certificates. However, if you click on this box it will give you the option to print a summary of the training session including the questions and answers. This would be a very good tool to review the information prior to attending the class.

At the end of each USSF presentation you should close that window. Depending on your browser, you may see your session tracker once you close the USSF window. If you do not see the session tracker then minimize your browser or click on Learning Session tab on the bar at the bottom of the page. If you see the screen with Load Session Tracker then your learning session is in the background. On most Laws you will then be presented with some additional review questions that are more similar to the questions you will see on the exam at the end of the clinic. Once you have completed the entire session and are happy with your answers to the questions, you may click on Complete Session. This will then record all of your answers and give you a percentage of how many were right. You must score a 76% to pass. If you do not score a 76% or higher then you will have to take the online session again by clicking on the Load Session Tracker and then choosing a new session.

You will be given a Laws of the Game (LOTG) book at the class. You may download a copy by clicking Here. Once you have successfully completed all of the requirements you will receive a badge and be registered with US Soccer.
